When simmering food, it is usually cooked with a liquid in a pot on the stove top. It is done over low heat and tiny bubbles should appear on the surface.

A bare simmer, a simmer or a vigorous simmer...there are also different ways of simmering!  It deals with mainly how hot and how active we want water or other liquids to be during cooking.
